Answer – No, and yes. If you directly connect a resistor to a power source series and check the voltage using a multimeter, you will get the same voltage as the battery. Because the resistor is working as a current limiting device. However, if you connect another resistor in series with the previous resistor and connect their ends to the battery terminal, the resistors will act as a voltage divider. Now, if you measure the voltage across each resistor you will get different voltages (if resistors values are different). So, depending on the operation resistors will act differently.
